The St. Augustine City Commission is the elected governing body of the city. Of the five commissioners, four serve 4-year terms, and one serves a 2-year term as Mayor. Every two years, city elections are held for two of the 4-year seats and the 2-year Mayor's seat.
The Mayor of St. Augustine is the official head of the city government and presides at all commission meetings and other official city functions.
The St. Augustine City Commission meets at 5:00pm on the second and fourth Mondays of each month in The Alcazar Room, City Hall, 75 King St. For a list of meeting dates and related meeting materials, click here.

Mayor Shaver has over 25 years of business experience leading marketing organizations, and currently serves as a Principal Consultant with Experian Marketing Services engaging with global firms to deliver data and analytically based strategy. On a professional level, she is a speaker at industry conferences, contributes regularly to various publications and has been a board member of the DMAW Educational Foundation and TransAmerica Marketing.
As an active resident and neighbor, Mayor Shaver is a contributor to the communities she has lived in, often supporting the visual arts, and providing pro-bono consulting to small businesses and non-profits. She has served on the Board of the Denver Art Museum Native Arts, as well as the Center for Maine Contemporary Art. In St. Augustine she has sponsored swimming lessons at the Galimore Center, was a founding member of Keep Riberia Pointe Green, and is part of the Vicker’s Park Preservationists, and has been an active participant in city government.
Wellesley College awarded her a Bachelor of Arts degree ; she also attended the MBA program at Mary Washington University.

Vice Mayor Horvath, AIA, is president of CRG Architects Planners. She obtained both her Bachelor of Architecture and Masters of Architecture from the University of Florida and has gained wide experience in her field including new design and construction of commercial and residential projects and historic renovations. Her historic renovation experience includes a number of projects in St. Augustine including the Alcazar Hotel/City Hall, the Ponce de Leon Hotel/Flagler College’s art department, and Ancient City Baptist Church. Her commercial design experience includes the St. Johns County Growth Management Center, the St. Johns County Service Center, the Hilton St. Augustine Historic Bayfront Hotel and St. Johns County S.E. Library and adjacent Service Center Annex.
Prior to her election to the City Commission, Vice Mayor Horvath’s public service included terms as both member and chair of the city’s Planning and Zoning Board, Historical Architecture Review Board, Code Enforcement, and the Entry Corridor Board. Since being elected to the Commission, she has represented the city on the Northeast Florida Regional Council and currently chairs the city's visioning initiative, Visioning 2014 & Beyond.
Her community involvement includes serving as board member of the St. Augustine Women’s Shelter, the St. Johns County Housing and Revitalization Agency, the St. Augustine Art Association, and as president of the St. Augustine Rotary Club. Vice Mayor Horvath is also an artist member of Butterfield Garage Art Gallery.

A resident of St. Augustine since childhood, Ms. Freeman is married with two children. Commissioner Freeman holds a law degree and is an attorney in the firm of Freeman Law, LLC, St. Augustine. Her areas of interest are family law, business law and estate planning/probate. She is a former downtown business owner (St.George Street) and current owner of a laboratory supply company, Genesis Enterprises of Florida.
Commissioner Freeman was a member of the City of St. Augustine's Planning and Zoning Board for five years serving one year as chair and a term as the board’s representative on the Entry Corridor Architectural Review Board before that body’s duties were absorbed into the Historic Architectural Review Board.
Ms. Freeman's community service includes volunteer work for the St. Johns County Legal Aid and fundraising for Epic Behavioral Health Care. She previously served on the Florida Bar Adoption Committee and served as a Board Member of Good Samaritan Health Centers, Inc., Wildflower Clinic, Kids Bridge Family Visitation Center and Home Again St. Johns, where she served as President for 2013.
She currently serves as the City Commission’s representative with the St. Augustine Sister Cities Association.

Commissioner Todd Neville is the Managing Partner of Neville Breidenstein Wainio CPAs. He has been a practicing CPA since graduating from Indiana University Bloomington in 1997. Todd is married to his wife, Heather (the Founder and Executive Director of Velo Fest Community Initiative), and they have one child, Tex.
Commissioner Neville is an active leader in the community through his service as a Trustee of Flagler Hospital. He also served as President of the St. Augustine Rotary Club, St. Augustine Young Professionals and Ancient City Road Runners, respectively, and was the Treasurer of the Road Runners Club of America. Additional past service includes being Vice Chair of St. Johns County Chamber of Commerce and an Advisory Committee Member of First Atlantic Bank. He served as a mentor in St. Johns County’s Take Stock in Children program, founded the Ancient City Road Runners Summer Running Camp, and taught as a Pro Bono Adjunct Instructor of Accounting at Flagler College.
Commissioner Neville is also a dedicated and accomplished amateur athlete. He finished with a personal best time of 2:30:12 in the 2009 Chicago Marathon and recently finished as the ninth amateur in his debut Ironman, with a time of 9:24. He qualified for the Hawaii Ironman with this performance and competed there in October, 2012.

Commissioner Sikes-Kline has served on the City's Historic Preservation Advisory Committee; Vice Chair of the Parking and Traffic Committee; and the Historic Architectural Review Board. She currently serves on the North Florida Transportation Planning Organization as Chair, the St. Johns County Cultural Resources Review Board and the University of Florida, College of Design, Construction and Planning, Department of Historic Preservation, Board of Advocates.
She is a native Floridian and has lived in St. Augustine since 1984. She received her bachelor's degree in geography from the University of Florida.
Her community involvement includes past President of Junior Service League; founding board member and past Chairperson of the St. Augustine Lighthouse & Museum; the founding Chairperson of the Archaeological Maritime Program; past member of the FDOT Bridge of Lions Community Awareness Team; founding board member of the St. Augustine North Davis Shores Neighborhood Association, and is currently a member of the Advisory Council for the Retired and Senior Volunteer Program (RSVP) of St. Johns County.
She has received her Certificate of Completion from the Florida League of Cities and Scott Daily Advanced Institute for Elected Municipal Officials training program and completed training from the Metropolitan Planning Organization Advisory Council Training Institute. She is an urban land use planning consultant. Commissioner Sikes-Kline received the Leadership Award for Public Service from the Enterprising Women’s Leadership Institute, Inc. in 2011.
