The St. Augustine City Commission

The St. Augustine City Commission is the elected governing body of the city. Of the five commissioners, four serve 4-year terms, and one serves a 2-year term as Mayor. Every two years, city elections are held for two of the 4-year seats and the 2-year Mayor's seat.

The Mayor of St. Augustine is the official head of the city government and presides at all commission meetings and other official city functions.  To see a list of past mayors since 1821, click here.

Commissioner Boles, a native of North Carolina, moved to St. Augustine with his parents in 1967. A graduate of St. Augustine High School, he attended the University of Florida where he obtained a Bachelor of Design and Advertising degree and a law degree. He commenced his law was admitted to practice in 1984, and his areas of interest are elder law, asset protection, estates and trusts, business law and family law. Mr. Boles served as chairman of the city’s Planning and Zoning Board during the development of the city’s Comprehensive Land Use Plan and currently serves on the boards of the St. Johns County Council on Aging, St. Johns County Welfare Federation and the Buckingham Smith Benevolent Association.

Vice Mayor/Commissioner Sikes-Kline has served on the City's Historic Preservation Advisory Committee; Vice Chair of the Parking and Traffic Committee; and the Historic Architectural Review Board. Vice Mayor/Commissioner Sikes-Kline currently serves on the North Florida Transportation Planning Organization as Chair, the St. Johns County Cultural Resources Review Board and the University of Florida, College of Design, Construction and Planning, Department of Historic Preservation, Board of Advocates. She is a native Floridian and has lived in St. Augustine since 1984. Vice Mayor/Commissioner Sikes-Kline received her bachelor's degree in geography from the University of Florida. Her community involvement includes past President of Junior Service League; founding board member and past Chairperson of the St. Augustine Lighthouse & Museum; the founding Chairperson of the Archaeological Maritime Program; past member of the FDOT Bridge of Lions Community Awareness Team; founding board member of the St. Augustine North Davis Shores Neighborhood Association. She has received her Certificate of Completion from the Florida League of Cities and Scott Daily Advanced Institute for Elected Municipal Officials training program and completed training from the Metropolitan Planning Organization Advisory Council Training Institute. She is an urban land use planning consultant. Vice Mayor/Commissioner Sikes-Kline received the Leadership Award for Public Service from the Enterprising Women’s Leadership Institute, Inc. in 2011.


Donald Crichlow

Don Crichlow attended St. Joseph Academy in St. Augustine and graduated from the University of Florida with a Bachelor’s Degree in Architecture. He was employed for 28 years with the Department of Agriculture, Forest Service, and is currently president of the architectural firm of Don Crichlow and Associates. He has served on the Board of Trustees for the St. Augustine Lighthouse & Museum, Grand Knight for Knights of Columbus, Council 611, Cathedral Parish Council, and Board of Directors of St. Gerard Campus. His public service includes six years on the Northeast Florida Regional Council, service on the St. Johns County Code Enforcement Board, and membership on the City of St. Augustine Planning & Zoning Board. Additionally, he served as a member of the St. Augustine City Commission for two terms from 2002 until 2010 including two years as Vice Mayor from 2006 until 2008. In February 2013 he was appointed by the St. Augustine City Commission to complete the four-year term of Commissioner Bill Leary who resigned.

Commissioner Freeman holds a law degree and is an attorney in the firm of Freeman Law, LLC, St. Augustine.  A resident of St. Augustine since childhood, Ms. Freeman is married with two children.  Commissioner Freeman was a member of the City of St. Augustine's Planning and Zoning Board for five years with one year serving as chairperson.  Ms. Freeman's community service includes volunteer work for the St. Johns County Legal Aid, Good Samaritan Health Centers, Inc., and Home Again St. Johns.


Roxanne Horvath

Roxanne Horvath, AIA, is president of CRG Architects Planners. She obtained both her Bachelor of Architecture and Masters of Architecture from the University of Florida and has gained wide experience in her field including new design and construction of commercial and residential projects and historic renovations. Her historic renovation experience includes a number of projects in St. Augustine including the Alcazar Hotel/City Hall, the Ponce de Leon Hotel/Flagler College and Ancient City Baptist Church. Her commercial design experience includes the St. Johns County Growth Management Center, the St. Johns County Service Center, the Hilton St. Augustine Historic Bayfront Hotel and St. Johns County S.E. Library and adjacent Service Center Annex. Prior to her election to the City Commission, Ms. Horvath’s public service included terms as both member and chair of the city’s Planning and Zoning Board, Historical Architecture Review Board, Code Enforcement, Appeals and Adjustments Board, and the Entry Corridor Board. Since being elected to the Commission, she has represented the city on the Northeast Florida Regional Council and currently chairs the city's visioning initiative, Visioning 2014 & Beyond. Her community involvement includes serving as board member of the St. Augustine Women’s Shelter, the St. Johns County Housing and Revitalization Agency, the St. Augustine Art Association, and as president of the St. Augustine Rotary Club.
